# Claim: Region modulates the feasible program mix of US universities, not just their growth rate (through ~2040)

**Mechanism (two parts):**
1. **Demographic base.** The 18-year-old cohort keeps growing through ~2045 in SEC/Sunbelt states while contracting 10–15% in the Northeast/Midwest. Licensed-profession expansion (nursing, engineering, allied health) — the adaptive path AI pressure favors — can only physically happen where the students are.
2. **Pivot lag.** Standing up a nursing/engineering complex takes 7–10 years (clinical placements, faculty pipelines, simulation facilities, state approvals) — longer than the enrollment runway of most declining-region institutions — so demographic decline hardens into program lock-in.

**Net projection:**
- **Sunbelt/SEC publics:** +10–25% seat growth through ~2040 (demographic tailwind + legislatures treating flagships as economic development).
- **Northeast small privates without a licensed core:** −30–50% shrinkage regardless of how well they are run.
- **Surviving Northeast exceptions:** licensed-core institutions with hospital-system and land-grant ties.

**Status of the prior program-mix claim:** half right. Program mix picks the winners; regional demography picks which losers can still switch.

**Falsification test:** if Northeast/Rust Belt pivot attempts succeed at rates comparable to Sunbelt licensed launches, the pivot-lag mechanism is wrong.
